社会信用体系建设的探索及其启示——以江苏省为例

摘　　要：改革开放以来,我国社会信用体系建设经过不断探索推进,取得了系统性成果。相对于其他省市区,江苏社会信用体系建设起步较早、推进较快、进展显著,在推进机制创新、方式方法选择、基础和保障措施打造等方面积累了诸多具有普遍意义的经验。面对信用建设的瓶颈难题,江苏探索的启示最主要的是,必须加强信用建设理论研究,由此本文提出了信用建设的诚信价值理论。Since the Reform and Opening-up, systematic achievements have been made in China＇s social credit system through continual exploration and promotion. Compared with other provinces and metropolises, Jiangsu Province takes an initiative in credit system construction with a fast promotion and remarkable progress. It has accumulated valuable experiences in terms of promotion mechanism innovation, mode selection, infrastructures and safeguard measures. Faced with the bottleneck problem in credit system construction, the most important lesson from Jiangsu Province＇ s exploration is the strengthening of credit construetion theory researches. Accordingly, this paper puts forward the credit value theory in credit construction.
