大型水电工程建设期稳定的风险防控工作思考与实践

摘　　要：大型水电工程建设期稳定风险日益受到关注和重视。维护工程建设期间的社会稳定是合规有序推进水电工程建设的根本保证,也是水电开发建设单位肩负的重大责任。为此,分析了大型水电工程建设期间社会稳定风险的类型,介绍了稳定风险防控的工作机制,猴子岩水电站工程所采取的依法依规建设本质安全稳定型工程、建立健全应急预案、各类稳定事件的应急处置、不稳定事件的预防管理等主要措施,确保了工程建设期的安全稳定。The stability risk during the construction of large hydropower project has been concerned and emphasized increasingly. Maintaining social stability during the construction period is a fundamental guarantee for the successful development of hydropower projects, and is also a major responsibility of the owners of hydropower development. The types of social stability risk during the construction of large hydropower project are analyzed herein, and the working mechanism for stability risk prevention and control are introduced. The main measures for stability risk prevention and control in the construction of Houziyan Hydropower Station Project are also introduced, including constructing intrinsical safe and stable project according to laws and regulations, establishing sound emergency plans, emergency treatment of various types of unstable events, and prevention and management of unstable events, which ensure the safety and stability of project during construction period.
