摘　　要：为提高输油管网日常运行的可靠性,必须掌握各类仪表设备的运行情况,找出管道日常运行过程中的薄弱环节,规范设备设施的管理。对中国石油管道公司所辖输油管道4年非计划停输情况进行统计分析,结果表明:引起非计划停输的主要原因包括自控通信故障、设备故障以及外电故障,此外,人为误操作造成的管道非计划停输也是不可忽视的重要因素。通过深入分析非计划停输的具体原因,提出了减少非计划停输的措施,为输油管道的安全平稳运行提供依据。同时,建议在生产管理中要严格落实非计划停输的考核,加强对管道非计划停输的重视。In order to improve the reliability of oil pipeline network during its daily operation, it is necessary to master the running situations of all kinds of instruments, identify the weak links in the daily operation of the pipeline, and normalize the management of equipment and facilities. In this paper, statistical analysis was conducted on the non-scheduled shutdown of the oil pipelines under the jurisdiction of the PetroChina Pipeline Company during recent 4 years. It is indicated that the main reasons for the non-scheduled shutdown are auto-control communication failure, equipment failure and external electric failure. In addition, human misoperation is an important factor that shall not be ignored. Then, the specific causes of non-scheduled shutdown were analyzed thoroughly, and the measures to reduce the non-scheduled shutdown were put forward correspondingly. It provides the basis for the safe and smooth operation of oil pipelines. Finally, it was recommended to strictly implement the assessment of non-scheduled shutdown in the production management and attach importance to non-scheduled shutdown of pipelines.
