山东省社会组织参与艾滋病防治基金培育基地建设情况分析

摘　　要：目的了解山东省社会组织参与艾滋病防治基金的培育基地建设情况,为促进社会组织更好地参与基金项目提供参考依据。方法采用定量与定性相结合的研究方法,通过问卷调查和个人访谈收集相关信息,比较2016和2017年社会组织参与艾滋病防治基金项目中培育基地数量、类别变化。结果 2017年山东省各类实施机构共获得国家艾滋病防治基金项目65个,比2016年增长4.8%;培育基地数量为31个,较2016年（38个）减少18.4%,其中疾病预防控制机构类减少25.0%,医疗机构类减少33.3%,而民政登记的社会组织类增长为2016年2倍。访谈结果显示,培育基地主要工作是为未登记的社区组织托管项目经费、提供技术支持和能力建设培训等。疾病预防控制机构和医疗机构类的培育基地存在人员少、经费支持力度不足（培育基地管理费用仅占15%,无其他经费）、主动性不强的诸多困难和问题。结论社会组织培育基地建设已初具规模,但培育基地的稳定性不强。建议支持社会组织民政登记,促进社会组织类培育基地发展与建设,并加强监督管理。Objective To understand the construction of breeding bases for social organizations participating in AIDS prevention and control in Shandong province and provide a reference basis to promote social organizations better involved in implementation of the projects supported by CAFNGO（China AIDS Fund for Non-governmental Organizations）.Methods A questionnaire survey and individual interview were conducted to collect the information,and the numbers of breeding bases and changes were compared between 2016 and 2017.Results In 2017,there was a total of 65 projects supported by CAFNGO,increasing 4.8% compared with that in 2016.There were 31 breeding bases in 2017,decreasing by 18.4%compared with 38 in 2016,among which the numbers of disease control institutions and medical institutions serving as breeding bases reduced by 25.0% and 33.3%respectively.The number of social organizations registered in civil administration was doubled in 2017.The results of the interview showed that the breeding bases served mainly for the unregistered community-based organizations in the aspects of technical support,finance management and capacity building.ConclusionThe construction of breeding bases for promotion of social organizations＇ participation in HIV/AIDS prevention has taken shape in Shandong.It is suggested to provide strong and further support to the registration of community-based organizations in civil affairs administration in the future.
