美军涉外事务军官的培养及启示

摘　　要：美军的涉外事务军官(Foreign Area Officer)是掌握对象国及周边地区语言、熟悉地区与国际事务、精通军政事务的复合型军官,他们对美国国家利益的维护、国家安全战略的实施起到不可或缺的作用。因此,介绍了美军涉外军官的发展历程及其各军种在涉外军官的选拔、任用和管理上的特点,归纳总结了美国国防部和各军种在培养涉外军官外语能力和地区知识的做法上的共同之处,为如何培养我军涉外军官的语言、地区知识、文化意识和战略眼光提供了启示和借鉴。A Foreign Area Officer （FAO） is a commissioned officer from any of the four branches of the United States armed forces who are regionally-focused experts in political-military operations pos- sessing a unique combination of strategic focus, regional expertise, with political, cultural, sociologi- cal, economic, and geographic awareness, and foreign language proficiency in at least one of the dominant languages in their specified region. FAOs paly an indispensable role in maintaining U.S. national interest and executing the national security strategy. The paper introduces the history and develop- ment of U.S. FAO system and characteristics of FAO accession, promotion and utilization, then sum- marizes the similarities of training FAO＇s foreign language skills and regional expertise in the four branches. Great importance the U.S. DoD and the four branches attach to FAOs and their-similarities in training FAOs provides references to our army on how to train the foreign language skills, regional expertise, cultural awareness and strategic focus of our military officers whose work concerns foreign affairs.
