摘 要:为了促进不动产估价行业在新形势下的健康发展,适应新颁布的资产评估法的要求,通过对不动产估价行业的现状进行分析,指出我国不动产估价行业存在房地产估价和土地估价分头管理、估价行业人才流失严重、缺乏职业资格晋升通道、估价机构滥设分支机构、估价机构社会公信力下降等问题。提出了建立统一的不动产估价师协会、健全考注分离的估价师执业制度、建立估价行业五级职业资格晋升制度、提高估价机构设立分支机构门槛、强化职业道德建设等对策。In order to promote the healthy development of thereal estate appraisal industryin the new situation and to meet the requirements of the newly issued Asset Appraisal Law, this paper, by analyzing the current situation of thereal estate appraisal industry, points out some problems in China’s real estate appraisal industry, such as separate management of real estate valuation and land valuation, serious outflow of talents in appraisal industry, lack of promotion channels in terms of professional qualifications, redundant establishment of subsidiaries of appraisal organizations, declining social credibility in the valuation agencies, etc. Finally, this paper proposes a number of countermeasures including establishing a unified real estate appraiser association, perfecting the appraisers’practice system of separate qualifying examination and registration, establishing a five-level occupation qualification promotion system for the valuing industry, raising the threshold for the establishment of subsidiaries by a valuation agencies, strengthening the development of professional ethics, etc.
