摘　　要：札萨克图郡王乌泰曾作为蒙方代表参加过恰克图三方会谈。会谈结束后,根据对参加外蒙古"独立"政权的内蒙古人的特赦规定,乌泰带领其家眷和属民于1915年10月归附了中国。然而围绕其归附问题,中俄间展开了一场鲜为人知的外交博弈。Saquetoux Zagreb Khan Uthai has taken part in Kyakhta Tripartite Talks as Mongolian deputy. After the talks, according to the amnesty regulations of Inner Mongolian who participate in the independence regime of Mongolia, Uthai led his family and subject people to submit to the authority of China in October 1915. However, China and Russia have launched a little-known diplomatic game on the issue of its attachment.
