摘　　要：中国经济进入新常态,其主要特征表现为:一是经济从高速增长转为中高速增长;二是经济结构不断优化升级;三是增长动力从要素驱动、投资驱动转向创新驱动。常熟作为苏州下辖的县级市之一,在这种经济背景下,其经济增长速度持续下滑,面临土地资源、环境以及劳动力成本等要素的约束,但消费结构升级、高端产品供不应求,国内市场巨大且差异化明显、有效劳动力数量不断增加,这些变化趋势为常熟依靠创新驱动经济增长提供了强大的市场空间及人才支撑。Chinese economy has entered a new norm, and the main features of Chinese economy are as follows： the growth rate is changing from high speed to low speed; the economic structure is being optimized and up-graded; the growth momentum is transferring from the factor-driven and investment-driven stage to the innova-tion-driven stage. Changshu is one of the county-level cities under the jurisdiction of Suzhou and its economic growth rate continues to decline in this economic context, facing the constraints of the environment and land resources, and labor costs. However, the consumption structure is upgrading, high-end products are in short supply, the domestic market is huge and different,and the effective labor quantity increases unceasingly. These trends provide a strong market space and talent support for Changshu to rely on innovation to drive economic growth.
