摘 要:文章在构建西部天保工程区集体公益林管护保障能力评价指标体系的基础上,运用层次分析法的基本原理,对综合评价模型中的距离函数模型及指标量化方法进行分析。结合西部天保工程区集体公益林管护保障能力评价特点,构建和确定各层次判断矩阵及各指标权重。同时依据综合距离值的计算方法,说明判断集体公益林管护保障能力高低的标准。以云南省鹤庆县、贵州省织金县为例,采用层次分析法对集体公益林管护保障能力进行评价。评价结果显示集体公益林管护保障能力处于一般水平,其中,鹤庆县管护资金保障能力、织金县管护队伍保障能力对综合保障能力的贡献最大,管护条件保障能力对综合保障能力的贡献最弱。针对存在的问题,提出加强案例县集体公益林管护保障能力建设的建议。Based on establishment of assessment index system and the basic principles of analytic hierarchy process(AHP), distance function model and quantitative indicator methods in comprehensive assessment model were analyzed. Considering the assessment characteristics of the support capacity of the collective non-commercial forest's management and protection in natural forest protection project areas of western China, judgment matrix and target weight at every level was constructed and determined. According to the calculation of integrated distance value, the standard to estimate the support capacity of the collective non-commercial forest's management and protection in natural forest protection project areas of western China was discussed. Taking Heqing in Yunnan, Zhijin in Guizhou as examples, assessments of the support capacity of the collective non-commercial forest's management and protection were conducted by means of analytic hierarchy process. The result showed that the support capacity of the collective non-commercial forest's management and protection was a little high, and management fund support in Heqing and management team support in Zhijin were strongest, while management condition contributed the least total support capacity for both counties. Focusing these problems, some countermeasures and suggestions to improve the support capacity of the collective non-commercial forest's management and protection in case-counties were put forward.
