环境规制对产业结构调整影响的路径与机制研究

摘　　要：利用我国30个省份2003—2015年的面板数据,分析环境规制对产业结构调整的影响,并利用结构方程模型探究环境规制影响产业结构的传导路径。结果表明：环境规制不仅会对产业结构产生直接的促进作用,还会通过中介变量的传导对产业结构调整产生间接影响,科技发展水平、产业规模和创新能力会促进产业结构的调整,但是外商直接投资对产业结构的调整起抑制作用。规范非正式环境规制的发展,推动技术创新的投入发展,是促进产业结构调整的重要途径。By using the panel-data of China＇s 30 provinces from 2003 to 2015 and distinguishing the concept of formal and informal regulation, the paper analyzes the influence of environmental regulation on industrial restructuring, and then uses structural equation modeling to assess the transmission mechanism. Results show that： environmental regulations have both direct and indirect effects on industrial restructuring. Technological development, industry scale and innovation capacity promote the upgrading of the industrial structure. Foreign direct investment has not yet been able to promote the upgrading of the industrial structure. Thus, standardizing informal environmental regulation and encouraging technological innovation are the key roads to promote industrial restructuring.
