摘　　要：乡村生态发展的重要性在社会生态文明话语体系及乡村振兴战略的引领下不断强化。文章基于宿迁市生态经济示范试点案例,对乡村生态观念进行分类,以诠释不同群体特有的思维方式;分析不同观念在乡村规划中对应的行为取向,以环境库兹涅茨曲线分别解释其发展路径。政策制定者制定了降低污染水平、提升环境容量的路径与措施,体现了乡村规划变革的生态导向。虽然政策措施体现了生态现代化的要求,但实施过程仍在既有框架内自上而下推动,仅涉及“技术与行政性质的事务”导致效果不佳。据此提出乡村规划应强调“社会学习、文化政治与新的体制结构”,逐步向以民众为主导的“体制—民众型”生态现代化转型。With the proposal of ecological civilization, the social ecological civilization system is gradually established. This paper is based on the demonstration experiment of ecological economy in L Town of Northern Jiangsu Province. First, the rural ecological concept is classified to interpret different groups of tmique thinking mode, and then, we analyzes the corresponding behavioral orientation of different senses in rural planning, thus to explain the development path using the environmental Kuznets curve （EKC） . Results show that policy makers have developed paths and measures to reduce pollution levels and enhance environmental capacity, reflecting the ecological orientation of rural planning change. Although policies and measures reflect the requirements of ecological modernization, the implementation process is still promoted from top to bottom in the existing framework, involving only technical and administrative matters. As a conclusion, this paper suggests that rural planning should emphasize ＂social learning, cultural politics and new institutional structure＂, and gradually transform to the people oriented ecological modernization.
