基于战略、事权、路径导向的行动规划编制方法探讨

摘　　要：在总结国内研究与实践进展基础上,研究认为既要避免行动规划项目计划化,也要避免将行动规划放到"蓝图式规划"的对立面进行比较,提出行动规划需要明确其战略与价值导向、匹配事权导向以及实施路径导向。结合在南京江北新区、盐城的规划实践,研究从规划需求、内容传导、实施路径、成效考评、成果表达等五个方面探讨了行动规划编制的技术框架。On the basis of summarizing domestic research and practice, the paper suggests that it is necessary to avoid planning the action plan projects and comparing action plan to the opposite of ＂blueprint style plan＂. Furthermore, the study proposes that action plans should clarify its strategy and value orientation, right-responsibility orientation and implementation orientation. Given the planning practice of Nanjing Jiangbei New Area and Yancheng city, the paper discusses the technical framework of action planning making from five aspects： planning demand, content transmission, implementation orientation, effectiveness evaluation and achievement expression.
