南海国际舆情态势呈现与舆情支持路径思考——以2011～2017年ProQuest平台数据为研究起点

摘　　要：2018年为"南海行为准则(COC)"案文磋商启动的关键之年,南海问题也因此进入了新的阶段,为此,提供有力、有效的国际舆情支持应当提上议程。基于全球信息数据平台ProQuest数据的检索和归类,呈现并分析2011~2017年南海问题国际舆情态势和特征,并结合一直以来国内南海舆情应对存在的问题,主张突破传统的舆情危机应对思维,着眼于增进互信、扩大共识的大格局,创新舆情支持培育,把握建设"一带一路"这一南海"机遇期",借助中国—东盟共同体这一南海"粘合剂",提升地区新型安全合作这一南海"掌控力",锚定舆情引导的向度,投入舆情空间建构,预制舆情回应策略,从而解构多边化、回应地区化、制衡国际化,由此开辟南海问题国际舆情支持层面的破局之道和解决之道。The year 2018 is the key year for starting the negotiation of the ＂South China Sea Code of Conduct （COC）＂, the South China Sea issue has therefore entered a new stage. Providing strong and effective international public opinion support for this purpose should also be put on the agenda. By searching and classifying data from the global information data platform ProQuest, this paper presents and analyzes the situation and characteristics of the international public opinions concerning the South China Sea issue from 2011 to 2017. Taking into account problems existing in the domestic responses to the South China Sea public opinion, this paper advocates overhauling the traditional thinking on responding to public opinion crisis, increasing mutual trust and expanding common ground, innovating and fostering public opinion support, grasping the ＂opportunity period＂ created by the ＂Belt and Road＂ initiative, using the China-ASEAN Community as an ＂adhesive＂ to the South China Sea issue, enhancing regional new security cooperation, anchoring the orientation of public opinion, investing in the construction of public opinion space, and preparing public opinion response strategies, so as to deconstruct multilateralism, respond to regionalization, balance internationalization, and solve the problems about the South China Sea issue in terms of the international public opinion support.
