关于加强世界主要国家主要政党整体性研究的思考——兼论深圳“走出去”发展战略

摘　　要：当今世界绝大多数国家实行政党政治,政党在国家政治生活中发挥着重要作用。政党政治的内核,一般来说就是政党通过选举成为执政党,执政党则可以将自己的执政理念提升为国家意志。一国的内外政策实质上就是该国主要政党,尤其是执政党执政理念的外化,外交政策不外乎是该国主要政党,尤其是执政党国内政策的外延。加强对世界主要政党整体性研究,是中国共产党开展党际关系的需要,是金砖国家政党论坛的需要,是贯彻落实"一带一路"倡议的需要,是中国对外政治经济现实发展的需要,是提前规避政治经济风险的需要。总之,加强对世界主要国家主要政党整体性研究具有重要的理论意义和实践价值。It is a universal truth that most nations around the world are governed by political parties and they play a vital role in their political life. The aim of a political party is to become the ruling party so as it can turn its ruling ideas into national will. A nation’s domestic policy is the realization of its ruling parties’ ideas and the foreign policy is an extension of the ruling parties’ domestic policy. To improve research on world main parties’ integration will help China’s Communist Party develop different parties’ inner relationship. The BRIC’s political forum and the “Belt ＆ Road” initiative. China relies on this research to improve its foreign political economy and avoid political ＆ economic risks. Therefore, this research is of great theoretical importance and application value.
