摘　　要：应急管理体系的成熟与否决定着危机事件的处理效果。近些年来,荷兰政府在应急管理制度、应急管理组织体系、应急管理技术支撑体系和应急管理运作体系方面加大了创新力度,在应急响应单元的设计和实践上取得了显著成果,有效促进了不同部门之间的协调合作,对我国解决应急管理中各部门存在的沟通不畅和协调不一致的问题有重要的借鉴意义。The application of emergency management tool determines the processing result of emergencies. In recent years, the government of the Netherlands has made more efforts in creating new emergency management system, emergency management organization system, technical support system and emergency management operation system, making remarkable achievements in emergency response room design and emergency response practice and effectively promoting collaboration and cooperation between different departments. The experience of the Dutch government has much referential significance for problems such as ineffective communication and inconsistent coordination existing between government departments in
