摘　　要：高层次创新创业型人才是推动国家社会发展的重要资源,可以提高国家的核心竞争力,很多国家将开发高层次创新创业人才作为国家重要战略,应用多种措施,通过多种途径培养、引进人才。美、德、日等很多国家在一方面取得了很好的成效,分析发达国家的经验和举措,可以为我国开发高层次创新创业人才提供参考和借鉴。As important resources to promote national and social development, high-level innovative and entrepreneurial talents can improve the core competence of a country. Many countries treat the development of high-level innovative and entrepreneurial talents as an important national strategy and take a variety of measures to cultivate and bring in talents. Many developed countries, such as the US, Germany, Japan, etc., have achieved good results. Therefore, in this paper, the experience and initiatives of the above countries have been analyzed, aiming to provide reference for the development of high-level innovative and entrepreneurial talents in our country.
