基于物权融资体系构建的吉林省农村金融改革路径研究

摘　　要：农村物权融资体系的构建与完善对于推进吉林省农村金融综合改革试验具有重要意义。在充分了解吉林省农村物权融资的现状,找准问题的基础上,应按照"四三三模式"对吉林省物权融资体系的实施路径进行设计,总体框架为"四大支柱平台、三大综合市场、三类金融产品",四大支柱平台为农村金融综合服务平台、农村信用信息数据平台、农村金融信用增进平台、农村物权登记信息归集平台;三大综合市场为农村信贷综合批发市场、农村综合产权交易市场、涉农资本市场;三类金融产品为消费类涉农金融产品、生产类金融产品、基础设施类金融产品。通过四大支柱平台、三大综合市场和三类金融产品相互间的协作运转,探索解决"三农"融资难题,缓解涉农主体与金融机构的信息不对称,丰富涉农主体的增信手段,降低涉农主体融资成本是深化吉林省农村金融改革的可行路径。The construction and perfection of rural real right financing system is of great significance for promoting the comprehensive reform experiment of rural finance in Jilin Province. On the basis of fully understanding the current situation of rural real right financing and identifying the problems, we should design the implementation path of the real right financing system according to the ＂four, three and three modes＂ in Jilin Province, the overall framework is ＂four pillar platforms, three integrated markets, and three types of financial products＂. The four pillar platforms are rural financial comprehensive service plat-form, rural credit information data platform, rural financial credit enhancement platform and rural property registration information collection platform; the three major comprehensive markets axe rural credit comprehensive wholesale market, rural comprehensive property rights transaction market and agriculture-related capital market; the three types of financial products are agricultural-related financial products for con- sumption, financial products for production and financial products for infrastructure. It is a feasible path to deepen rural financial reform in Jilin Province through the cooperative operation of the four pillar plat-forms, three comprehensive markets and three types of financial products, to explore and solve the financing problems of agriculture, alleviate the information asymmetry of agriculture related subjects and financial institutions, enrich the means of adding credit to the agricultural subjects and reduce the financing cost of the agriculture-related subjects.
