摘 要:经济性还是社会性的选择关系到延迟退休改革之目的能否达成。延退方案必须进行法律、社会、政治、经济等四个维度的可行性分析,采取过渡方案和正轨方案并存的策略,才能有望解决我国特有的不经济与不公平并存的退休难题。建议:以工作年限为基础,将劳动者的社会贡献与养老待遇挂钩;以现行退休年龄为最低退休年龄,体现发展中国家的特点和我国劳动力结构的独特性;以达到基本工龄作为领取全额退休金的条件,引导劳动者自愿推迟退休年龄,应对人口老龄化危机;确定最高工作年限,在劳动者达到最高退休年龄时强制退休,兼顾年轻人的就业问题。The choice of economic or social delay retirement is related to whether the reform destination can be reached. The delay retirement scheme must carry on the feasibility analysis from four dimensions such as legislation, society, politics and economy. The concurrent strategy of the transitional scheme and formal scheme is adopted in order to solve the uneconomical and unfair retirement problem. The social contribution of workers must be linked up with their old-age payments based on their years of working. The current retirement age acts as the minimum retirement age to reflect the characteristic of the developing countries and the uniqueness of China’s structure of the labor force. In order to induce the laborers to postpone their retirement age voluntarily to cope with the population ageing crisis, the achievement of the basic length of service is used as the condition to draw the full amount of retirement pension. The maximum years of working must be determined so that those who reach the maximum years of working have to be forced to retire in view of the employment problem of the young generation.
