摘 要:以省域为研究尺度,从约束角度出发,分析建设用地开发利用的限制条件,在此基础上构建"双向"和"四位一体"的评价指标体系.在GIS空间分析方法中嵌入综合评价模型,对湖南省122个区县进行了实证研究.研究发现,湖南省建设用地集约利用潜力很大,潜力较大的区县主要分布在长沙市等东部地区,这些地区应该作为重点挖潜区;潜力较小的区县有13个,这些区县受到自然条件、生态环境等刚性约束因子的限制,不适合进行城乡建设用地的开发整治,这些地区应作为禁止挖潜地区.Land potential evaluation is the basis for planning. It is with great practical significance on making overall planning and comprehensive deployment of land and resources development, utilization, protection and renovation, especially study based on macro scale. This paper analyzes the constraints of the development and utilization of construction land, and builds a "two-directions" and "four in one" evaluation index system. The study is based on constraints view and takes provincial area as the research scale. It embeds a comprehensive evaluation model into the GIS spatial analysis method and makes an empirical study of 122 districts and counties in Hunan Province. The study finds that there is great potential for intensive utilization of construction land in Hunan Province. The districts and counties with great potential are mainly located in the eastern area such like Changsha City. These areas should be taken as the key tapping and developing areas. There are 13 districts and counties with small potential which are limited by the rigid constraints such as natural conditions and ecological environment. These areas are not suitable for development and remediation, which should be taken as prohibition tapping area.
