基层门急诊救治“三无”患者的现状与分析

摘　　要：在基层"三无"患者的门急诊医疗中,基层医疗机构较好地承担了道义,践行了责任,实行了有效的救治。主要存在的问题是医疗欠费的困扰、制度机制的缺位和专业救治过程的尴尬。解决这些问题的基本策略包括接受社会工作的介入,健全基层门急诊"三无人员"救治的社会组织,加强基层门急诊"三无人员"救治的舆论宣传,建立基层门急诊"三无人员"救治的制度机制,全面提高基层门急诊"三无人员"救治工作的质量和水平。In ＂three noes＂ patients emergency medical treatment, medical institutions can assume the moral responsibility, practice, implementation of the effective treatment. The main problems are medical arrears problems, and lack of professional treatment of the system of embarrassment. The basic strategy to solve these problems include accepting social work in perfect ＂three noes persons＂ treatment of social organization, to strengthen the ＂three noes persons＂ treatment of publicity, the establishment of system of ＂three noes persons＂ treatment, improve the quality and level of treatment work of ＂three noes persons＂.
