国外公共合同的电子招投标程序及其管理初探

摘　　要：电子招投标模式可以极大地提高招投标的效率,节省招投标的成本,减少对环境的污染和避免产生大量的物质垃圾等,被认为是一种绿色环保的现代化办公方式,具有广阔和持久的比较优势。我国依据《电子招标投标办法》,在有序推进电子招投标工作。在经济全球化的今天,越来越多的建筑施工企业走出去积极参与国际竞争。对国外电子招投标的了解,应是走出去的建筑企业参与国际竞争要补的功课。通过对国外电子招投标程序的介绍及对电子投标项目的管理研究探讨,以期对走出国门的同行有所帮助。The electronic bidding model can greatly improve the efficiency of bidding, save the cost of bidding, reduce environmental pollution and avoid the production of large amounts of material waste. It is considered to be a green and modern office mode with broad and Long-lasting comparative advantage. In accordance with the ＂Electronic Tendering and Bidding Measures＂, China has promoted electronic bidding in an orderly manner. In today＇s economic globalization, more and more construction companies are going out to actively participate in international competition. The understanding of foreign electronic bidding should be a public lesson for building enterprises that go out to participate in international competition. Through the introduction of foreign electronic bidding procedures and the research on the management of e一bidding projects, it is expected to help the counterparts who have gone abroad.
