以问责机制推动“三不腐”建设:作用机理、现实梗阻与发展进路

摘　　要："三不腐"机制是中国特色制度反腐模式的具体体现,问责机制作为制度反腐的重要工具,对推进"三不腐"机制建设具有重要作用。其作用机理在于,以充分发挥问责机制的惩戒与威慑功能来形成"不敢腐"的高压态势,以健全问责体系及其配套制度来扎紧"不能腐"的制度笼子,以问责文化的价值引导来构筑"不想腐"的精神堤坝。目前以问责机制推动"三不腐"建设的实践存在着"问责超载"给"不敢腐"带来负外部性、重问责文化轻物质激励影响"不想腐"的效果和"重执行轻决策"的问责导向制约政策腐败治理的及时性等现实梗阻。鉴于此,各级党委和政府在以问责机制推动"三不腐"建设向纵深发展时,可以把以问责与容错的均衡发展将"不敢腐"与"敢作为"统一起来、以问责文化与物质激励双管齐下来全方位构建"不想腐"机制、以健全问责机制来提升政策腐败治理的及时性作为三条发展进路。The anti-graft "trilogy"is a concrete manifestation of the institutional anti-corruption mode with Chinese characteristics. As an important tool for institutional anti-corruption,the accountability mechanism plays a key role in promoting the anti-graft "trilogy". Its working principle is to form a high-pressure situation of"dare not corrupt"with the disciplinary and deterrent function of the accountability mechanism,to tighten the institutional cage of "cannot corrupt"with a sound accountability system and its supporting system,and to build a spirit dam of"not want to corrupt"with the lead of accountability culture. At present,there exist actual obstructions in the practice of promoting anti-graft "trilogy": negative externalities on "dare not corrupt"brought by accountability overload,negative effect on "not want to corrupt"due to focusing on accountability culture while neglecting material incentives,and the restriction of more focus on implementation instead of decision making on the timeliness of policy-based corruption governance. In view of this,to promote the anti-graft "trilogy"with accountability mechanism,the following approaches can be adopted: combining the"dare not corrupt"and"dare to act"with the balanced development of accountability mechanism and fault tolerance mechanism,establishing a comprehensive system of "not want to corrupt"by combining accountability culture with material incentives,and improving the timeliness of policy-based corruption governance with sound accountability mechanism.
