老年社会工作机构服务绩效评估指标体系研究

摘　　要：服务老年群体的社会工作(以下简称"社工")机构面临绩效评估体系不健全的挑战。本文采用德尔菲法研究了如何评价老年社工机构服务绩效问题。首先,通过查询相关文献、实地访谈建立初步备选指标体系。其次,邀请了34名学校科研机构、一线社会工作机构专家,进行了三轮专家咨询。三轮咨询的专家积极性系数分别为97.06%、94.12%和73.53%;变异系数小于25%,满足建议标准。基于此,建构出一套老年社工机构服务绩效评估指标体系。指标体系包括服务投入、服务过程、服务质量、服务效果和服务产出等5个维度,共65项指标。该指标体系具有良好应用前景。Social work institutions serving the elderly population are faced with the challenge of imperfect performance evaluation system. This paper USES Delphi method to study how to evaluate the service performance of elderly social workers. Firstly,a preliminary index system was established by searching relevant literature and field interviews. Secondly, 34 experts from scientific research institutions and front-line social work institutions were invited for three rounds of expert consultation. The positive coefficient of experts in three rounds of consultation was 97.06%, 94.12% and 73.53%, respectively. The coefficient of variation is less than 25%, meeting the recommended standard. Based on this, a set of service performance evaluation index system was constructed. The index system consists of 5 dimensions, including service input, service process, service quality, service effect and service output, with a total of 65 indicators. This index system has good application prospect.
