摘　　要：我国经济发展步入新常态后,东北地区经济下行压力增大,体制性、机制性、结构性等深层次矛盾进一步凸显。对此,国务院于2016年2月出台《关于全面振兴东北地区等老工业基地的若干意见》,东北地区迎来了新一轮振兴发展的重大机遇。在此背景下,研究构建东北三省与东北亚区域外汇市场的建立,能够有效发挥区域外汇市场作为东北亚金融中心的窗口作用,是"东北再振兴"金融领域的重要环节和持续驱动力。After China＇s economic development entered a new normal, the downward pressure of Northeast China＇s economy has increased, and the deep-seated contradictions such as institutional, institutional and structural have become more prominent. In response, in February 2016, the State Council promulgated ＂Several Opinions on the Comprehensive Revitalization of Old Industrial Bases in Northeast China＂, which ushered in a new round of major opportunities for the revitalization and development of Northeast China. In this context, the establishment of the three northeastern provinces and the regional foreign exchange market in Northeast Asia can effectively play the role of regional foreign exchange market as the window of the financial center in Northeast Asia, and it is an important link and sustained driving force in the financial field of ＂revitalization of Northeast China＂
