摘　　要：中美两国都有保障不同类型群体的公共医疗保险计划,这些保险计划在保险范围、保费缴付、保险给付等方面不尽相同,基于这些方面运用分类研究法剖析美国不同公共医疗保险计划的特征和具体内容,探索美国公共医保管理重点关注的相关要素和控制点,从整体层面和操作层面梳理美国公共医保控费举措。同时基于当前美国公共医疗保险管理面临的挑战,围绕公共医保资金筹集和医保资金支付这条主线,回应国内医保界的关切,并对比中国社会医疗保险内容,期望发现某些对我国社会医疗保险管理有参考价值的信息。Both United States and China have public health insurance systems， but they vary from the scope of insurance， premium payment to insurance payment， etc. By using the classification method， the authors analyze the different characteristics and specific content of public health insurance plan， and explore the relevant factors and public health management focusing on control points， so as to study the U.S. public health control measures from the overall and operational perspectives. Meanwhile， based on the current U.S. public medical insurance management challenges and focusing on public funding and payment， this paper responds to domestic health concerns and makes a comparison with Chinese social medical insurance， aiming to find some valuable reference and information for improvement of Chinese social medical insurance.
