摘 要:国际EPC项目逐渐成为国际项目承包主流模式。为加强承包商对该类项目风险管理水平,以市场开发、融资生效和项目履约三阶段构成的全生命期为基准,分析了国际EPC项目的阶段性风险,研究了风险发展原理与风险传导路径。在此基础上,建立了国际EPC项目风险识别的四级指标体系,并结合熵权理论构建了风险评价标准,即项目风险标准度。此外,结合PDCA建立了以信息数据为核心的风险应对体系,并提出了基于项目阶段的风险应对措施。International EPC projects have gradually become the mainstream mode of international contracting projects. In order to strengthen the risk management ability of contractors in these projects, the risk belonging to international EPC projects is analyzed on the basis of the full life span of three phases, i.e., market development, financing process and project performance. Besides, the principles of risk development and the paths of risk are also identified. To achieve this, a four-level index system for the risk identification of international EPC projects is established. Combined with the theory of entropy weight, a risk assessment standard is established, that is the standardization of project risks. In addition, a risk response system based on project data is established by combining with PDCA, and the methods for minimizing risk based on the project stages are proposed.
