知识产权支撑实体经济供给侧结构性改革的路径分析——以高技术产业为例

摘　　要：供给侧结构性改革是中国经济进入新常态后面临的重大课题,知识产权为供给侧结构性改革提供了技术供给、制度供给等。以高技术产业为例,从知识产权创造、运营、保护、服务等维度规范分析了知识产权支撑实体经济供给侧结构性改革的现状,实证分析认为知识产权环境、知识产权交易及产业化对实体经济供给侧结构性改革有显著影响,而知识产权的创造、服务、保护等在目前并没有显著促进实体经济供给侧结构性改革,最后提出了相应的制度、要素、技术、服务的路径建议,包括进一步完善知识产权制度政策体系,为供给侧结构性改革提供制度保障;进一步优化产业的投入产出结构,增加知识产权要素的投入,为供给侧结构性改革提供驱动要素;进一步增加知识产权的投入,为供给侧结构性改革提供技术供给;增强知识产权商业化、产业化服务,为供给侧结构性改革提供加速器。The structural reform of the supply side is a major issue facing China＇s economy after entering a new normal state. Intellectual property provides the supply of technology and system. This paper,taking the high-tech industry as an example,first analyzes the present situation of the structural reform of the supply side of the real economy from the intellectual property creation,operation,protection and service,and draws a conclusion that the intellectual property environment,intellectual property transaction and industrialization have significant influence on the structural reform of the supply side of the real economy,at the present time,protection and so on did not significantly promote the structural reform of the supply side of the real economy. Finally,the corresponding system,elements,technologies and services policy suggestions were put forward,including further perfecting the intellectual property system policy system,providing institutional guarantee for the structural reform of the supply side,optimizing the investment and producing the structure of the industry,and increasing the investment of the elements of intellectual property to provide the driving elements for the structural reform of the supply side,enhance the commercialization and industrialization of intellectual property rights,and provide an accelerator for the structural reform of the supply side.
