摘 要:弃风率高、消纳不足,是制约我国风电产业发展的主要问题。我国部分区域电网的调峰能力有限,无法满足进一步提高风电消纳水平的需求。因此,合理的价格机制成为解决这一问题的重要突破口。峰谷分时电价以价格作为经济杠杆,可引导用户合理调节用电需求,实现移峰填谷,从而提高风电消纳能力。本文在深入分析峰谷电价及其作用机理的基础上,建立了基于风电消纳的峰谷电价综合收益模型,并通过设置不同场景对算例进行了仿真、模拟计算。算例分析表明:销售侧和上网侧同时实行峰谷电价,可有效改善各方收益并促进风电消纳;适当提高峰谷电价比,可实现对各方收益和弃风率的优化。Seriously abandoned wind and limited consumptive wind are main constraint factors for future development of China's wind power industry. The peak load regulation capacity of some regional power grids is limited, which cannot meet the demand of further improving consumption level of wind power. Therefore, reasonable price mechanism is an important breakthrough to solve this problem. As an economic lever, time-of-use price can guide users adjust the electricity demand, realize "cut peak demand and fill valley demand," and improve the ability of wind power accommodation. Based on the in-depth analysis of the peak valley price and its mechanism, a model of comprehensive income is established. The model fully considers the interests of wind power station, power grid, the users, and the abandoned wind rate. Finally, by setting different scenarios, an example is simulated and calculated. The simulation results show that the model which implements time-of-use price in sales side and online side simultaneously can not only realize multi-party benefits, but also can improve the capacity of wind power accommodation.And raising the peak valley price ratio appropriately can optimize the multi-party benefits and abandoned wind rate. The results of the example show the rationality and applicability of the model, provide references for grid corporation and wind power station to establish TOU price to improve wind power accommodation.
