多重危机冲击下欧盟对外政策的调整

摘　　要：自欧债危机以来,欧盟经历了诸如欧债危机、周边安全危机、难民危机、恐怖袭击、认同危机等多重危机的冲击,这种冲击也反映到欧盟对外政策方面。从最近几年欧盟在对外政策各领域发布的政策文献以及对外行动实践来看,欧盟对外政策中务实主义色彩日益浓重,反映了其在价值观外交遇挫后的战略调整。欧盟现在更加重视周边的安全和稳定,更加重视文化在国际关系中的作用,针对某些国家提出了复原力概念,在安全与稳定之间寻求平衡,强调战略自主性以加强欧洲和美国的关系,强调以规则为基础的国际秩序。欧盟对外政策调整同样反映在其对华政策领域,欧盟对华疑惧情绪增加,对华政策中贸易保护主义色彩渐浓,更加强调对中国的规制和欧盟的整体利益,在重视经济利益的同时也会考虑到地缘政治因素。Given the series of crises the EU has experienced after the European debt crisis,involving peripheral security,refugees,terrorist attacks,and European identity,it has accordingly adjusted its foreign policy.It can be seen from the EU's policy documents on various issues in recent years and the practice of its external relations that its foreign policy has become increasingly pragmatic,reflecting its strategic adjustment after the setback of its value diplomacy.The EU now attaches greater importance to the security and stability of its neighbors and to the role of culture in international relations.The adjustment features a new concept of resilience in its policy towards some of its neighboring countries to seek a balance between security and stability,and an emphasis on strategic autonomy to strengthen its relations with the United States,and on the rule-based international order.It also involves changes in its China policy.Because of its rising apprehension about China,the EU is increasingly protectionist in its China policy,and puts more weight on its overall interests paying attention to both economic interests and geopolitical factors.
