摘 要:针对水土保持项目正外部性、公益性等特点,建立水土保持效益估算模型,计算出包含生态效益、经济效益和社会效益的项目总效益,在此基础上,建立考虑投入比例、风险承担与合同执行度的Shapley值改进的效益分配模型,最后通过实例验证了模型的可行性。研究结果表明:考虑生态效益和社会效益后,效益分配基数增加,改进后的效益分配模型衡量了利益各方的实际贡献,分配结果更加合理,使项目向帕累托最优迈进。According to the characteristics of positive externalities and public welfare of soil and water conservation projects,a model for estimating the benefits of soil and water conservation is established to calculate the total benefits of projects,which include the ecological, economic and social benefits. On this basis, the benefit distribution model is established based on the revised Shapley value considering the proportion of investment,risk sharing and contract execution.Finally,the feasibility of the improved Shapley value model is verified through an example. The results show that the benefit distribution base increases after consideration of the ecological and social benefits. The revised benefit distribution model measures the actual contribution of all the stakeholders. The distribution results are more reasonable and make the projects move towards Pareto optimality.
