东洞庭湖区防汛抗洪存在的问题及对策

摘　　要：洞庭湖区是湖南省防汛抗洪的重点区域,洪涝灾害发生频繁。该地区长期存在着调蓄洪水功能不足、穿堤建筑物隐患多、河堤防洪设计水位偏低、退田还湖和平垸行洪工作行动迟缓、农村空心化现象严重等突出问题。提出了该地区应该严格执行2015年第二次修正的《中华人民共和国防洪法》,认真督查平垸行洪、退田还湖、移民建镇工作的落实情况的建议,特别是转变防汛观念,坚持"堵""疏"结合,以"疏"为主,最大限度地保证人民群众生命财产的安全和国家的长治久安,实现人水和谐共处。Flood disasters occur frequently in Dongting Lake Region,which draws great attention in Hunan Province. For a long time,there have been numerous severe problems in this region;including lack of flood regulations and storage,safety of dike-crossing structures,inadequate design standards of river levees,slow action on returning farmland to lakes plains,and lack of labours in rural areas. Therefore,it is important to strictly implement the Flood Control Law of the People＇s Republic of China,the second revised version in 2015;and earnestly supervise the implementation of flood control by levelling embankments,returning farmland to lakes,and building towns for displacement. In particular, flood control concepts need to be changed to combination of ＂blocking＂ and＂dredging＂,as well as high priority on flood prevention to ensure the safety of people and property,achieving harmonious of human and water in the Dongting Lake region.
