建设项目竣工环境保护验收监测的研究

摘　　要：建设项目在工程竣工之后需要进行相关的监测与验收工作,但建设项目验收阶段的监测与日常的污染物排放监测有着实质性的区别。有资质的环境检测部门在受到建设单位的委托后,会按照相关管理规定及技术规范,对该建设项目的环境治理设施和污染物排放进行实地调查、验收范围和内容确定、验收监测方案编制、实施监测与检查、验收监测报告编制等工作,这就是所谓的建设项目竣工环境保护验收监测。本文对建设项目竣工环境保护验收监测的工作程序进行了探讨研究,发现其中存在的一些问题,并提出了相关建议。The construction project needs to carry out relevant monitoring and acceptance work after the completion of various projects, but the monitoring of the acceptance phase of the construction project is substantially different from the daily monitoring of pollutant emissions. After being entrusted by the construction unit, the qualifed environmental inspection department will conduct on-the-spot investigation, acceptance scope and content determination, acceptance monitoring and control plan preparation for the environmental treatment facilities and pollutant discharge of the construction project in accordance with relevant management regulations and technical specifcations. Implementation of monitoring and inspection, inspection and monitoring report preparation, etc. This is the so-called construction project completion environmental protection acceptance monitoring. This article explores the working procedures of environmental protection acceptance monitoring for construction projects, fnds some problems, and puts forward relevant suggestions and opinions.
