摘　　要：本文立足于常州市武进区高层次科技人才创业企业,在全面调研武进区近年来引进高层次科技人才及其创办企业发展状况的基础上,深入剖析了武进区引进高层次科技人才在创业中存在的问题及其成因,探索了促进人才创业的对策与出路;通过理论模型的设定,构建了创业型人才的评价体系,为中小城市地方政府特别是经济发达的苏南地区提供了政策上的支撑,同时以地方政府为评价视角,建立了创新人才的评价测量方法,为高等学校的人才培养和科研人员的创业提供了方向参考。This paper is based on the high - level scientific and technological talents entrepreneurs in Wujin District, Changzhou. On the basis of the comprehensive investigation of Wujin District, the introduction of high - level scientific and technological talents in recent years and the development status of their founding enterprises, this paper deeply analyzes the problems and causes of the introduction of high - level scientific and technological talents in Wujin District in entrepreneurship, and explores the countermeasures and ways to promote talent entrepreneurship. Through the establishment of theoretical models, the evaluation system of entrepreneurial talents has been constructed, which provides policy support for local governments in small and medium - sized cities, especially the economically developed southern part of Jiangsu region. At the same time, taking the local govermnent as an evaluation colleges and universities and entrepreneurship of scientific researchers.
