摘　　要：近年来,生产生活中各类重大事故时有发生,给人民生命和财产带来巨大损失,大大影响了人民的获得感和安全感,这也反映了我国重大事故风险防控系统建设中存在很多漏洞和短板。发达国家日本在重大事故防控方面作了很多实践探索,取得显著成效,积累了丰富的经验。为了提高我国重大事故风险防控能力,有必要梳理和借鉴日本防控事故的经验,编织我国重大事故风险防控安全网,从源头上消除重大事故产生的土壤,确保将重大事故风险控制在萌芽状态,从而避免重大事故的产生,保障人民群众生命和财产安全。In recent years, there are a lot of major accidents in the area of the production and living, which damaged the peoples safety of life and property and affected the sense of safety and acquisition. These major accidents reflected there existed a lot of loopholes and short slabs during the construction of the prevention and control of the major accident risks. The developed country, such as Japan, has made a lot of practical exploration and acquired remarkable effects, while they have accumulated rich experience during the construction of the prevention and control of the major accident risks. In order to improve the capacity of the prevention and control of major accident risks, it is essential to analysis and take example by the experience of the prevention and control of the major accident risks. Its aim is to knit the web of public safety of the prevention and control of the major accident risks. So as to avoid the major accidents and guarantee the life and property of people, it is necessary to eliminate the basis of the production of major accidents from the origin and control the major accident risks.
