摘　　要：根本转变政府职能,清单制是个好办法,好就好在它作为技术治理的工具,以直观的方式让人们看清看懂政府在做什么、怎么做,以此明确政府与市场和社会之间究竟是什么关系。好办法从制度建设到实践推进的治理能效和感受效应,生发于技术治理功能与科学规范定式的统一。好办法也会被办不好,那种忽视科学规范的技术治理态度,使清单制在倍受各种旧习牵扯中陷入实践困境。办好好办法,应当按照科学规范的要求使清单制更加合理完善。The list system is a good way to transform government functions fundamentally. Fortunately, it is a tool for technology governance. It allows people to see clearly what the government is doing and how to do it in an intuitive way, so as to clarify the relationship among the government, market and society. Good methods from the construction of the system to the implementation of the governance of energy efficiency and sensory effects, born in the unity of technical governance functions and scientific norms. A good way may not be done well. The technical governance attitude of pursuing efficiency blindly and neglecting scientific norms, may result the list system caught in practice difficult position in the involvement of various old habits. To do a better job, we should make the list system reasonable and perfect in accordance with the requirements of scientific norms.
