摘　　要：社会主义新农村建设是实现全面建设小康社会的重要举措,从新农村建设到美丽乡村建设再到美丽宜居乡村建设,表现出党和国家对"三农"问题的重视,该文总结了"建设美丽宜居乡村"提出的背景和该政策目标的重点内容,以辽宁省盘锦市和云南省玉溪市为例对"美丽宜居乡村建设"政策的实施过程和取得的成效进行总结分析,最后对开展"美丽宜居乡村建设"提出了要"因地制宜、稳抓实干、开言纳谏"三点建议,提出了"美丽宜居乡村"将会在不久的将来全面实现的美好愿景。The construction of new socialist countryside is an important measure to realize the construction of a well-off society in an all-round way. From the construction of new countryside to the construction of beautiful rural areas to the construction of beautiful and inhabitable rural areas, it shows that China’s Communist Party and the state （the People’s Republic of China） attach importance to the issues regarding “agriculture, countryside, and farmers”. This article summarizes the background and key contents of the policy objective of “building beautiful and inhabitable villages”, and takes Panjin City of Liaoning Province and Yuxi City of Yunnan Province as an example to summarize and analyze the implementation process and achievements of the “beautiful and livable rural construction” policy. Finally, it puts forward the “beautiful and livable countryside construction”, and proposes three suggestions on “adapting to local conditions, focusing on solid work, open mindedness ” ,and proposes a beautiful vision that “beautiful and livable rural areas” will be fully realized in the near future.
