澜沧江—湄公河综合执法安全合作中心创立之设想

摘　　要：面对日趋复杂的地区安全形势和风险挑战,原有的湄公河流域执法安全合作机制亟待升级、深化。2017年12月,澜沧江—湄公河综合执法安全合作中心正式启动运行。作为澜沧江—湄公河流域第一个政府间执法合作国际组织,澜沧江—湄公河综合性执法安全合作在情报融合、联合行动协调和能力建设规划等方面都将发挥重要优势作用,不仅有利于我国维护区域安全利益,深入参与全球安全治理,更将促进澜湄流域执法安全合作的深化发展,推进区域安全命运共同体建设进程。Facing the increasingly complicated security situation and challenges in the region, the original law enforcement security cooperation mechanism in the Mekong River Basin significantly needs to be upgraded and deepened. In December, 2017, the Lancang-Mekong integrated Law Enforcement and Security Cooperation Center was officially launched. As the first comprehensive inter-governmental international organization for law enforcement and security cooperation in the Lancang-Mekong River Basin, the center will actively play an important role in information integration, joint action coordination and capacity building planning. Not only is it beneficial to China＇s maintenance of regional security interests and involvement in global security governance, it also promotes the deepening of law enforcement and security cooperation in the Lancang River Basin, advancing the construction of regional community of safe fate as well.
