太中银铁路货运承运清算的影响与对策探讨

摘　　要：铁路实施货运承运清算办法对合资铁路公司的经营绩效影响较大。从自身设备设施、列车运行图车流分布、委托运营管理模式等方面,分析货运承运清算对太中银铁路的影响,提出太中银铁路货运承运清算模式下发展对策,即:拓展货物发送,补强货场基础设施,编制调图方案,完善委托管理协议,落实"公转铁"运输政策等,以提高货物承运发送、增加直通运量为中心,实现增运增收的运营目标,促进太中银铁路有限责任公司经营管理健康良好发展。Railway freight settlement procedures tend to have a great impact on the performance of the joint-venture railway companies. This paper firstly analyzes the impact that the freight settlement procedures have on the equipment and facilities, traffic flow on the schedule and commissioning operation management at Taiyuan-Zhongwei-Yinchuan Railway Company. Based on the results, the paper then puts forward several strategies to improve management and increase capacity and revenue at TaiyuanZhongwei-Yinchuan Railway Company： increasing delivery, improving the infrastructure at cargo yards, formulating proper shunning plans, completing the commissioning management agreement and implementing the national transport policy of ＂replacement of road by railway＂, centering on increasing cargo delivery and direct transport volume.
