摘　　要：自2003年＂非典＂以后,卫生部新闻发言人制度诞生并逐渐完善。文章回顾并梳理了卫生部新闻发布和新闻发言人制度的发展历程,从四个角度概括卫生部新闻宣传工作的立场和发展目标：从执政基础的高度认识媒体沟通;开展风险沟通,应对媒体挑战;建立发言人制度,增强媒体互动;借力微博新媒体,打造沟通新平台。News spokesman system of Ministry and improved after SARS in 2003. In this paper we of Health was established reviewed the development history of news release and spokesman system of Ministry of Health, after which the standpoint and development goal of information publicity of Ministi7 of Health were summarized from tour aspects. 1, Regard media communication from the height of ruling position. 2, Deal with media challenge by canting out crisis communication. 3, Establish news spokesman system to improve the interaction of media. 4, Build a new communication platiorm with the aid of microblog media.
