海外环境治理与环境舆情应对的经验

摘　　要：面对我国日益增强的环境压力,学习和运用海外发达国家应对环境问题的策略与智慧,对于推动我国政府科学决策、推进环境与经济的协调发展具有重要意义。研究发现,海外发达国家环境问题应对的经验和方法已相对成熟：美国、欧盟等国建立了较为完善的环境保护法制与管理体系、突发环境事件应对体系、环境损害评估制度等;同时还通过建立信息公开制度、提倡公众参与及提高环境宣传意识等举措做好突发环境事件的应对工作。这些对我国环境治理和环境舆情应对都有一定的借鉴意义。In the face of growing environmental pressures in China,learning and using the strategy and wisdom of developed countries to deal with environmental problems is of great significance for our government to make scientific decisions and promote the coordinated development of environment and economy.Research findings,experience and methods of dealing with environmental problems have been relatively mature in developed countries：The United States,the European Union and other countries established a relatively perfect environmental legal system and management system,environmental emergency response system,environmental damage assessment;to do a good job of environmental emergency response by establishing information disclosure system,advocating public participation and improving environmental consciousness.All these have some certain reference significance on China＇s environmental governance and the work to deal with public opinion on environment.
