摘　　要：公务行为面向公众，具有公共性，其自身的性质决定了它要为公众事务服务。在公务行为的实施过程中，公共利益和私人利益的二元分化、传统的服从上级的行政模式以及照章办事背后的懈怠与消极，都不可避免地会使公务行为面对公务道德问题。因此，理清公务行为中的实然与应然，减少因茫然或不道德的公务行为所带来的消极影响，使公务行为创造更大的公益价值，这对公务机构在公众心目中形象的提升十分重要。本文旨在通过伦理学的视角对公务45-~J进行剖析，挖掘公务行为理应蕴涵的价值取向，使其展现对人的道德关怀。Abstract： fficial acts are public - oriented with the nature of public wel- fare. It is the nature of the public acts that decides its purpose that is to serve the public. However, ethical dilemma inevitably occurs in the progress of official acts choices owing to the conflicts between the public welfare and individual well - beings and the conventional administrative mode of lower level being subordinate to the higher. Theretore, to figure out the sollen and inedibility of official acts and to avoid the negative impact of ethical dilemma is of great importance to both greater value of public welfare of official acts and better elevation of images of of- ficial departments. This paper aims to analyze the official acts through the ethical perspective and dig out the implied value orientation of the official acts in order to express the moral concern on man.
