摘 要:20世纪80年代以来,政府绩效管理逐渐成为发达国家政府管理的主要方式.21世纪初以来,中国许多中央部委和地方政府都在这方面进行了有益的尝试.随着中国改革开放和政府职能转变的深入进行,总结国内外的经验教训、探讨具有中国特色的政府绩效管理理论,日益显示出必要性和迫切性.本文第一部分定义了政府绩效评估与管理的基本概念、本质、动力,并探讨了其一般模式以及绩效管理与绩效评估的关系.第二、第三部分论述了政府绩效评估的目的、原则和实施政府绩效评估的技术路线,因而对政府绩效评估的实践具有实际的指导意义.Performance management of government has gradually become the pattern of government management in developed countries since 1980s and since the beginning of the 21st century,some Chinese ministries and local governments have also introduced the performance evaluation as beacon practices for their government management. Therefore,studying these Chinese and abroad experiences,sublimating them to a general theory to pilot government management behaviors are the objectives of the present paper.The first part of the present paper defines basic concepts,the essence of behaviors,the original drive,the general pattern of the performance evaluation and management of government,and also the relationship between the evaluation and the management. The second part of the present paper describes objectives and principles to be respected of the evaluation concerned. And its third part explores the technical line to realize the performance evaluation of government.
