摘　　要：目的:探索如何发挥三级医院对口帮扶县医院的作用,进一步提升县医院服务能力。内容与方法:调研云南省县医院服务能力现状、对三级医院对口帮扶县医院工作进行回顾和研究,探讨如何发挥三级医院对口帮扶县医院的作用,进一步提升县医院服务能力。结果:该省县医院服务能力距离国家发布的《县级医院服务能力基本标准》还有很大差距,主要是人才缺乏和必要的专业技术能力不足,加之资源总量不足、基础建设和设施设备落后等; 2016年起云南省把加强三级医院对口帮扶县医院项目管理作为提升县医院服务能力的关键环节,采取一系列措施,通过目标责任管理,做实三级医院对口帮扶县医院工作,县医院服务能力有所提高,但也还存在一些待进一步研究完善的问题。结论:建立紧密型医联体,做实做好三级医院对口帮扶县医院项目是解决县医院人才缺乏和必要的专业技术能力不足,提升县医院服务能力的关键。Objective To explore how to play the role of tertiary hospitals in helping county hospitals to further enhance their service capacity. Methods The present situation of county hospital service capacities was investigated,and the work of providing help to county hospitals was reviewed and studied,and how to give full play to the function of corresponding help to improve the capacity of county hospitals was discussed. Results There was still a big gap between the county hospital service capacity and the basic standardsfor county hospital service issued by China,mainly due to the lack of talents,the insufficiency of the necessary professional and technical ability,the shortage of the total amount of resources,poor infrastructure and facilities. Since 2016,the project management of strengthening the assistance of tertiary hospitals to the county hospitals has been taken as a key in enhancing the service capacity of county hospitals in Yunnan province,and a series of measures has been taken to do a good job of helping the county hospitals. Through target management of responsibilities,the service capacity of county hospitals has been improved,but there are still some problems to be further studied. Conclusions The key to solve the shortage of talents and necessary professional technicsand improve the service capacity of county hospitals is to establish a close style of medical association and to do a good job in the project of providing help to county hospitals by tertiary hospitals.
