摘　　要："绿水青山就是金山银山",文物遗产同样也是"金山银山"。国家公园体制不仅仅适用于自然资源,也影响着文化遗产资源管理。尚未知名的山陕会馆作为一类文化遗产,空间上具有分散性和地域性特点,存在空间发展两极化、产权关系复杂、保护和开发缺失等问题,创新性地将国家公园体制的管理理念和模式引用到文化遗产的保护和开发当中。研究建议:(1)构建完善的会馆遗产资源评价体系;(2)理清产权关系,构建多部门参与体制;(3)构建"政府主导—四辅助"的新型管理模式;(4)注重挖掘会馆文化内涵,推动产品创新。＂Green mountain and Clear water are equal to mountains of gold and silver＂, heritage is also mountains of gold and silver. National park system not only applies to natural resources, but also affects the management of cultural heritage resources. As a kind of cultural heritage, the unidentified Shanshan Hall has the features of decentralization and regional characteristics in space, the problems such as the polarization of space development, complex property rights relations, the lack of protection and development, and the innovative management of the national park system and The model is refereneed in the protection and development of cultural heritage. The suggestions are as follows ： （ 1 ） Construct a sound evaluation system of heritage rsources in Guildhall; （2） Make clear the relationship between property rights and build a multi-sectoral participation system ; （3） Build a ＂government-led-Four aid,＂ the new management model ; （4） Focus on mining the cultural connotation of the guild hall, and promote product innovation. In this way, the overall protection and development of the cultural heritage of Guildhall will be realized.
