摘　　要：普惠金融发展过程中,市场失灵、垄断、公共物品等问题在不同时期、地区都有一定体现,需要政府参与并发挥作用。本文从明晰普惠金融本质入手,分析政府参与普惠金融的重要意义和积极作用,提出政府参与的原则与边界,并在总结国内外普惠金融实践路径、得失的基础上,提出现阶段我国发展普惠金融面临的挑战和应对建议。In the process of the development of inclusive finance, market failure, monopoly, public goods and other issues have been reflected in different periods and regions, requiring the participation of the government This paper starts with clarifying the essence of inclusive finance, analyzes the important significance and posi tive role of government participation in inclusive finance, puts forward the principles and boundaries of govern ment participation, and on the basis of summarizing the domestic and foreign practice path, gains and losses of inclusive finance, puts forward the challenges and countermeasures for the development of inclusive finance in China at present stage
