我国应急志愿者组织常规管理机制框架研究

摘　　要：随着突发事件发生的频率和种类越来越宽泛,涉及到的救援力量也在慢慢正发生着改变,应急志愿者在应急救援工作中发挥着越来越重要的作用,以政府专业救援队和军队为主要救援力量转变为专业救援队和应急志愿者组织救援力量的联合,弥补了专业救援队的一些不足,给救援力量注入了新的活力并取得了很好的成效。应急志愿者组织如何组建、科学化管理成为困扰应急志愿者组织长效发展的现实问题。从理论追踪和实践探索维度,提出了我国应急志愿者组织常规管理机制框架,包括应急志愿者组织招募机制、培训机制、绩效考核机制、奖惩机制及认证机制等条款。研究表明,构建我国应急志愿者组织常规管理机制框架有助于完善应急志愿者管理理论体系,也为应急志愿服务事业长远发展提供重要保障。with the type of incident frequency and more and more broad, involved in the rescue forces also in is slowly changing, emergency volunteers in playing an increasingly important role in the emergency rescue work, the professional rescue teams and government forces as the main rescue forces into a professional rescue teams and volunteers emergency rescue forces joint, make up for the lack of professional rescue team some, injected new vitality into the rescue forces and obtained good results. Emergency volunteer organizations how to set up scientific management become a realistic problem in emergency volunteer organizations long-term development. Tracking in theory and practice to explore the dimensions,and puts forward the framework of emergency volunteers organize regular management mechanism, including emergency volunteers recruitment mechanism, training mechanism, performance evaluation mechanism, the rewards and punishment mechanism and authentication mechanisms and other terms. Research shows that constructing emergency volunteers organize regular management framework can help improve emergency volunteers management theory system, as well as emergency volunteer services provide important guarantee for the long-term development.
