易地扶贫搬迁项目的经验总结与问题分析--基于察隅县目本村案例

摘　　要：易地扶贫搬迁作为一种规划性的社会变迁,是确保中国贫困地区实现脱贫和繁荣的关键。西藏本身地理位置独特,发展禀赋较差,如何有效地实施易地扶贫搬迁,对移民安置地的发展影响巨大。本文基于对援藏扶贫项目支持的察隅县目本村易地扶贫搬迁的调查,统计了目本村2014年至2017年易地扶贫搬迁的相关资料,通过分析了解到目本村一系列的搬迁举措不仅提高了农牧民的生产水平、生活质量和科学文化素质,丰富了农牧民的精神世界,而且促进了我国边境稳定和国家的长治久安。在调查研究基础上,并对目本村的易地扶贫搬迁工作提出相关建议。Relocation of poverty alleviation as a planning social change is the key to make sure poverty alleviation and prosperity in the poor areas of China. Tibet has a unique geographical location and poor development endowments. How to effectively relocate vulnerable areas to help the poor has great influence on developing resettlement sites. Based on the investigation of the relocation of poverty alleviation in the village of Chazuk County, which is supported by the aid poverty alleviation project, this paper statistics the relevant data of the relocation of the village from 2014 to 2017, and through the analysis that a series of moves of the village not only improved the production level, the life quality and the scientific and cultural quality of the farmers and herdsmen, but also enriched the spiritual world of farmers and herdsmen. The rich spiritual world of farmers and herdsmen has also promoted stability in the border areas and the long-term stability in the country. On the basis of investigation and research, we also put forward some suggestions for relocation of rural areas.
