乡村振兴战略背景下清廉乡村制度建设研究——以浙江湖州为例

摘　　要：制度是管权之本、管事之基、管人之要。清廉乡村制度建设是提升乡村治理水平、实施乡村振兴战略以及实现农村现代化的重要动力。湖州市清廉乡村制度建设虽已取得很大成效,但依然存在一些需要完善的空间。在分析清廉乡村制度建设存在的问题及其制约因素的基础上,提出完善清廉乡村制度体系一方面要强化自上而下的党组织监督,以上级党组织的权威监督乡村基层党组织,扎紧基层权力运行的笼子;另一方面,改进自下而上的民主监督,让村民监督基层党组织的权力,推进基层权力在阳光下运行,进一步完善基层工程项目和涉农资金监管机制。The construction of clean and honest countryside is an important motive force to improve the level of rural governance,implement the strategy of Rural Revitalization and realize rural modernization. Institution is the basis of managing power,affairs and people. Institution construction is the institutional guarantee of clean rural construction. Although Huzhou clean rural system construction has a-chieved great results？ there are still some room for improvement in the process of clean rural construction. Based on the analysis of the problems and constraints in the construction of a clean rural system , this paper actively explores the ways to realize the construction of a clean rural system.
