林芝市农村金融供求失衡成因及政策调整

摘　　要：金融在社会主义新农村建设中发挥着举足轻重的作用。本文基于2011~2016年林芝市农村金融统计数据,分析农村金融统计数据规模和结构,探究金融供求失衡的成因,发现:(1)近年来,农村金融需求多样化和供给初显普惠化,但日益增长的需求很难满足;(2)金融供给不够,有效需求不足;(3)供求结构不匹配问题;(4)特殊优惠金融政策运用方面,存在隐形政策壁垒问题。为了更好发挥金融撬动作用,发展农村经济,全面实现小康社会,从信用环境、金融创新和风险管理方面提出相关建议。The finance plays an important role in the construction for new socialist countryside. In this article, based on Nyingchi city rural financial statistics in 2011-2016, the scale and structure of rural financial statistics were analyzed to explore the causes of financial supply and demand imbalance.It was found that：（1） in recent years, the rural financial demand diversity and supply initially displayed widespread and benefitial, but could not meet the growing demand;（2） there were insufficient financial supply and insufficient effective demand;（3） there was mismatch between the supply and the demand structure;（4） there were hidden policy barriers in the application of special preferential financial policies. Suggestions on credit environment, financial innovation and risk management were put forward to make the role of financial leverage better played and the rural economy better developed and to achieve a well-off society in an all-round way.
