大型保障房社区基本公共服务设施可达性评价——以南京岱山保障房片区为例

摘　　要：大型保障房社区基本公共服务设施的可达性直接影响其使用效率,也很大程度上决定了住户的生活质量和住房保障政策的效力。在定义大型保障房社区、基本公共服务设施和可达性评价等相关概念的基础上,应用加权平均距离法,综合考虑各项设施的客观供给和住户的主观需求,建立基于GIS技术的基本公共服务设施可达性评价模型,并对南京岱山保障房片区开展案例研究,定量评价其基本医疗卫生设施、基本公共教育设施和商业设施等基本公共服务设施可达性,最后提出相应的对策建议。The accessibility of basic public service facilities（BPSF）in a large-scale public housing community has a direct impact on their efficiency and utility, and also determines the quality of residents＇lives and the effectiveness of the housing security policies. On the basis of de？ning the related concepts, such as BPSF, large-scale public housing communities and accessibility evaluation, this paper uses the weighted average distance method to establish evaluation models of the accessibility of BPSF based on GIS technology, considering the supply of BPSF and residents＇ demands. Then, carries out a case study of the Daishan large-scale public housing community in Nanjing, evaluates its BPSF accessibility, such as basic medical, education and business facilities,thus puts forward corresponding improvement suggestions.
